St. Petersburg reports from Port Arthur state four Japanese battleships and two transports were sunk in a fresh assault on Port Arthur, with the attack repulsed. Despatches from Parus note four cruisers and two transports sunk, Retvizan praised for valiant defense.
Telegrams from Tokio and Seoul report Russians have not crossed the Yalu in northern Korea. Scouts may have penetrated south of Wiju, but main force stays north. Estimates place Russian strength north of the river at 20,000 to 40,000 with no southward push yet. Spies are said to be near Pingyang as communication between Wiju and Anju remains open.
The Samara to Zlatoust railway and Siberian lines in European Russia were placed under martial law to ensure military trains run. Commanders at Kazan and in the Siberian districts gain full field army powers for these railways. Subscriptions and jewelry gifts flood the navy relief effort for victims’ families.

H. D. Jacobson of 15 Railroad Street narrowly escaped death when a Montreal express hit him while clearing snow near Bleachery station. He was dragged by the wheels, his left wrist was crushed, taken to Northern station, then to St. John's hospital where the arm was amputated just above the wrist.

New York February 24 Justice Truax heard John MacGinniss suit to restrain the Boston and Montana copper firms and others from disposing of assets. On consent of counsel the hearing was deferred to 4 p m today, in the supreme court.
The conditions of Dr Edward C Teague at Bellevue hospital New York remain about the same today. It is believed he will recover.
John F. Reagan, 22, of Providence R I, arraigned in police court on rape charges filed by Mrs. Rhoda Willman. Reagan pleaded not guilty, held in $1000 bond until March 2, and arrested after police found him with Willman and Alice Kennedy at Walter Ross's restaurant on Middlesex Street. The case follows a late Tuesday arrival and alleged escort to the Willman home. The woman, married with one child, was drunk. Other docket items include assault cases, liquor violations, and multiple fines.
The Weather Bureau issued a storm warning from Cape Cod to New Haven noting a change to northwest storm conditions. A central eastern New York movement will bring brisk to high northerly and westerly winds tonight, followed by clearing and cooler weather.

Delegates from about 70 churches, including the Kirk Street, Highland, Centralville, and First Congregational, heard reports on growth, new cradle rolls, home departments, and the Sunday school normal program.
