Lieut. Gov. Higgins and his brother the state game warden were arrested in Missoula charged with assault in the third degree for beating two men last Sunday night. Booth, hospitalized with a fractured skull, says he will file a more serious complaint. Higgins says he acted to protect his family against a conspiracy.
In Philadelphia a mass meeting decided not to strike by 503 to 129 votes. Union Traction managers rejected demands including twenty cents an hour, ten hour days, vestibuled shelters, reinstatement of discharged workers for union membership, and arbitration. The Amalgamated Association favored strike. the Employer's union opposed.

The steamer Advance arrived from Colon with Captain John Maddocks and seven crew members of the three masted schooner Edward W. Young of Boston. After a heavy SE gale off Body Island, the Young’s deckload of lumber was jettisoned and the vessel abandoned. The Advance salvaged the crew on Dec 18 near Cape Hatteras, while the Daphne reportedly met the Young earlier. The Edward W. Young, built in East Boston in 1888, registered 356 tons.
In New York on December 18 the general committee formed to draft a plan and scope met in private session. Attendees included Oscar Strauss, Charles Schwab, Samuel Gompers, John Mitchell, James Sargent, Cornelius Bliss, Lewis Nixon, and others. A preliminary plan was to be reported, but details remained withheld as the committee weighed divergent views on an enormous task. Strauss stated the peaceful project would be publicly revealed in due time and praised labor leaders’ support, signaling cooperation of over 2,000,000 workers. Mitchell noted that most disputes could have been avoided if opposing sides had first met to discuss rights.
Theodore and Laura Jackson pleaded not guilty at arraignment in London to stand trial on charges described earlier in police court. No counsel appeared for the defendants. A large crowd filled the court as Sir Edward Carson opened the prosecution, denouncing the pair as a hellish gang amid discussion of the "theocratic unity."
Constantinople report says seventy Turks hostile to the regime were denounced by spies and arrested. Mahmud Bey, son of Ismail Kemal Bey, is among those banished to Hodaida, Arabia. The British ambassador delivered the note on mining regulations to the Porte, with other powers following.

New York dispatch reports the American Tobacco combination buying Dresden’s Jasmatzi Cigarette factory for 200,000,000 annual capacity and acquiring Kyriazi Bros. Berlin, the leading Egyptian cigarette brand distributor. The plan is to extend operations into Russia.
Marseilles dispatches report 46 of 52 crew members from the French steamer Kleber ashore near the Rhone delta were rescued by lifeboats. The captain and remaining officers stayed aboard the vessel despite the danger.
Rosa Shea a sixteen year old domestic in Calais Maine was badly burned at Mr Cone's residence early today after her clothing caught fire from an open grate. She was enveloped in flames and is probably fatally burned.
New York officials report that William Marconi's wireless tests in Newfoundland cannot be stopped by the Anglo-American Telegraph Company or courts. Marconi representatives say the charter granting telegraphic monopoly does not block wireless messages to and from Newfoundland for the two years remaining on the charter.
Thomas A. Edison, at his West Orange laboratory, endorses Guglielmo Marconi’s claim of receiving signals from England and predicts commercial success. He praises Marconi as a great experimenter and notes the achievement as significant in wireless telegraphy.
Daniel Mc Auliffe, one of three men shot in the West Scranton riot a week ago during an arrest attempt by Scranton railway company officers, died today. Detective Cosgrove of New York City is under arrest charged with the shooting.
Denver dispatch reports the Colorado and Southern railway faces heavy snow on the South Park division with Gunnison and Leadville branches blocked. Snow slides threaten and three major slides have occurred, hindering service.
State Health Officer Taber reports to the governor that six bubonic plague cases occurred in San Francisco in September with four deaths. October saw three cases and three deaths, and November recorded one case and one death.

James F. Murray known as The Major discharged a revolver at Robert Gookin in a Market Street boarding house. He pleaded guilty to drunkenness and was fined three dollars with bond for six months. Murray, a known town figure, spoke of long country tramps and repair work on clocks as reasons for carrying a revolver.
Northampton reports two fires today causing about 12000 dollars in losses. The Masonic block, a leading business building, burned out with all merchants’ stocks destroyed. The Woodbury hardware store is blamed for spontaneous combustion. Woodburys face heavy damage. Driscoll Ball grocery and Woodward lunch shop damaged by smoke and water. insured. Earlier a small Mariz grocery fire caused seven hundred dollars in stock loss on a mainly ruined building valued at fifteen hundred dollars.
At the New Algonquin club last night the Merchants' club hosted a banquet for Rear Admiral Wildes. After the health was toasted he spoke on the battle of Manila Bay. Assistant Treasurer Marden joined in the tribute to Our Country and Our President. W. H. Lincoln praised the Merchant Marine. Several other leaders, including Captain Wadleigh, Beacon Society president Garland, Captain Coghlan, Rear Admiral Dyer, and Lucius Tuttle, delivered remarks.
