An urgent Salem meeting of Hudson Pelham Salem and Haverhill electric railroad directors and officers, led by President C. H. Burke, approved rapid construction. A $33,000 power house and car buildings contract at Salem depot was signed, with other plans for 30 modern 36 foot cars and a spur from Salem depot to the power house.
Torrey E Wardner was assessed 250 damages by a Providence court after being sued by John H McDonald over a Gazette article titled A Link of Vice. McDonald’s reputation was upheld. Wardner’s defense claimed a street number error in the published address.
Boston voters see the Common Council reject a municipal appropriation bill after a four hour debate. The measure carried over $6.5 million in appropriations but failed 46 to 26, missing two thirds by four votes. The result follows a tense session that stretched into the early hours.
A glanders case was found in the stable of Alfred T. Pope on Thursday. The diseased horse had been purchased recently in Newton and was destroyed. Separately, A. W. Dows & Co. advertised rare perfumes and toilet waters for the holidays.

Boers threaten Lichtenburg Bethlehem Breede Wrypeid. fears of heavy casualties rise. Aldershot orders mount ed infantry to South Africa.
The Hague dispatch notes Queen Wilhelmina inviting Kruger and Leyds to dinner tonight. In Transvaal near Standerton Gen Louis Botha is reported 20 miles away with 1500 men and one gun. He plans a burgher meeting for Saturday.
Lorenzo Marquez reports British troops at Koomatipoort stand to arms as a Boer force of about 1500 moves toward the town. The threat is considered serious with potential dash on the community.
C H Sprague & Son of Boston reports Merrimack Manufacturing of Lowell will receive 5514 tons of coal aboard the schooner Eleanor A Percy. The vessel, six masted and nearly 1000 tons larger than any coastwise sailing ship, delivers the largest coal cargo to a single U S consumer to start the winter.
Judge Colt of the U S circuit court indicates the 1900 statute requiring street railways to carry school children at half rates is probably invalid. In Morrie Ahern vs Newton and Boston Street Railway, the stockholder plaintiff sought to block compliance, arguing rights would be infringed. The court notes the law appears to unreasonably lower railroad rates and faces other objections on its face.
The court notes the act favors a social class and may violate the U S constitution. It doubts the constitutionality but permits full argument on final hearing, denying the motion for a preliminary injunction while scheduling future merits hearing.

Joseph Joyal faced Judge Hadley for breaking and entering the loft of Joseph Youngjohns in Chelmsford Street. Joyal sentenced to Massachusetts reformatory, Lepine fined $15 then withdrawn. Nine Homes pigeons valued at $3 each recovered in Rock Street loft. Other cases include coal theft by Robert Christie and John Maguire, non support for John W. Pease, a Greek restaurant disturbance by Philip Riley, and truancy cases.
A report notes a vehicle or object flew at full speed in a southerly direction toward home on Chelmsford Street, arriving there a few minutes later.
Copies of 1900 letters from Solon W. Stevens and Jeremiah Crowley to Mayor-elect Gen. Charles A. R. Dimon express sincere congratulations. Stevens praises Dimon and says the citizenry may be proud. Crowley notes unity in Lowell Democratic voting and best wishes for Dimon’s administration.
Dr. Wesley Sawyer, a lone Democratic alderman candidate, told a Citizen reporter he was unknown to Lowell voters and that more time in the city would have likely secured victory. He declined to discuss rumors of running for superintendent of the city farm, currently held by Col. Albert Pinder, noting he would not talk on that matter now.
The New Hampshire supreme court authorized Nashua park commissioners to convey flowage rights over the Greeley farm to the Locks and Canals Co of Lowell for 1460. The farm is city owned and slated for a future public park. The court granted a hearing and the conveyance will proceed. A note adds fancy combos, brushes and mirrors at Dows corner store.
Street committee held hearings Thursday evening after a daytime inspection. Petitions from M Doyle and others sought Sanders avenue acceptance from Pine street southerly to the graded portion, and Leroy C Hall and others sought a concrete sidewalk on the easterly side of June street from Twelfth street north about 98 feet. Acceptance of a few sidewalks rounded out the business.
