They joke about cold hands in Sherborn radiators, wind in the northeast, Vermont’s sugar bush, and New York pigeons sparking President Angell’s restrained Anglo Saxon ire.
The Manchester Union reports sea gulls visited the Merrimack valley, first near Goff's Falls before ice-out and moving toward Amoskeag. birds have since vanished. People fear illegal shooting as gulls, protected by law, were seen tame near Hunt's Falls with guns nearby and a recent shot noted.
Traders National Bank transacts general banking business and issues foreign exchange, letters of credit, and travelers checks. It provides safety deposit boxes, a women’s banking room, and a deposit depository for Massachusetts and the United States with semiannual interest. Ipswich April 15 operatives at Ipswich hosiery mills voted to return to work under an agreement arranged by the strikers committee selectmen and the board of arbitration. The three week strike protested a 10 percent wage cut and ended with acceptance of the accord.
Chicago reports Dr. Nagasha, Japan's eminent bacteriologist, states Japan plans a broad campaign against rats. An exhaustive investigation finds rodents pose broad disease threats and cause extensive property damage, urging civilized nations to exterminate them.
A private telegram claimed General French with 500 British troops was captured by Boers amid hills. The British War Office says it has no knowledge of the report and discredits it.
Washington April 15 officials push a departmental rule to halt premium subscriptions and other inducements that inflate second-class postage. Assistant Postmaster General Madden says the plan could curb losses estimated at 15 to 25 million dollars annually and bolster legitimate journalism while improving postal facilities and cheaper rates for others.
Mr Madden calls for prompt action against premium schemes offering merchandise prizes and guessing contest chances in magazines. He asserts such circulations reach vast audiences but lack public interest in legitimate literature and news, urging standard newspapers and periodicals to support reform.
New York April 15 DeWolf Hopper Dan Daly and William A Brady were taken to East Twenty second Street station after a Sunday benefit skit at the Academy of Music. Inspector Thompson objected to make up on Sunday and ordered arrests. Bonds were signed by E G Gilmore of the Academy of Music.
City Councilmen react to hazardous floor conditions at the city stables after Councilman Patrick J. O Rourke and the mayor discuss an order to close the facility. Purchasing Agent Fred H. Rourke cites price gouging on edgestones and circle flags and opts not to award contracts yet. Both city council branches plan a meeting tomorrow to finish unfinished business.
George A. Saunders, janitor at Varnum school for 18 years, was dismissed by Supt. Gillow for alleged neglect of duty. Adam McElroy named new janitor of Tenth street school, to be followed by Winfield B. Cross. Saunders and Varnum staff dispute the charges as unsubstantiated while Council pressure and internal reshuffling are cited as factors.
Mary Ann Taylor also known as Mary Kershaw a noted shoplifter from Roxbury is arrested in a Boston store with a stash of small items and an Easter hat valued at ten dollars. She claims stealing is a born weakness linked to a red mark on her flesh and admits a long history of crimes including an 18 month sentence in East Cambridge.
An advertisement touts Jour made spring top coats and overcoats priced 15 to 25 dollars. It claims Jour garments exceed ready made in quality, features black unfinished worsteds lined with Italian or serge, silk lined options, Oxford gray colors, and long styles including a 46 inch Kitchener coat suitable with evening wear.
Students reported to the Paige Street annex but workmen completed finishing touches delaying full teaching. Mr. Carl D. Burtt leads the building with Miss Stevens Miss Kilpatrick and others as instructors. About 160 pupils expected, with commercial classes moving to the annex in the morning and returning to the main building later.

Parties dispute service, truth of charges, and evidence regarding notice.
Tomorrow the city court house will host a busy schedule. The spring term of the superior civil court continues in the new courtroom while Justice Morton of the supreme bench sits in the old room. Two probate court judges will preside in the commissioners of probate rooms, and the commissioner in bankruptcy will handle matters in the jurors room. Messenger Hustes will arrive early with the judge’s black silk gown.
The Lowell Alliance of the Ladies Missionary association will hold a public meeting tomorrow at 3 in the First Congregational church. Mrs West of Worcester and Miss Woodbury of Boston will speak on their trip to southern colored schools and mountain whites. All women invited.
