Santa Fe AP. House Speaker Walter Martinez says lawmakers will face criticism for not enacting meaningful environmental legislation. He expects Governor may press for action at the 30 day session next year. Critics blame failure to pass subdivision control bills as a major loss. A separate board was created to govern the Health and Social Services Environmental Protection Division.
Colorado's Railroad Authority declined to approve a New Mexico compact for operating the Antonito Colorado to Chama New Mexico narrow gauge line. Officials expect agreement before the Colorado Legislature reconvenes, with potential leasing or excursion operations possible this year. Brad Layton and Glenn Davis received special recognition at a New Mexico Junior College District Science Pub with cash awards bonds and trophies.
Parkview Missionary Baptist Church on Second Street and Avenue C hosts a revival led by evangelist Robert Isaacs. Services start at 7 30 each evening through next Sunday March 28 with Pastor Rev Kenneth Jones inviting the public.

Funeral services for Mrs. Anna Belle Whitaker are set for Wednesday March 24 at Parkview Missionary Baptist Church with Rev MO Hollis of Pinkston Texas officiating. Burial will be in Resthaven Memorial Cemetery. She lived in Lovington since 1950 and died Monday at Lovington Lea General Hospital. Survivors include her husband M F Buck Whitaker a daughter Denise Ann two sons Elton Leroy and Marvin in Vietnam, her mother Bama Pope four sisters and two brothers. Community members of New Hope Baptist Lovington raised 105 for the March of Dimes with Dessie Sawyer receiving thanks.

Retired Air Force Lt. Colonel Stu Pritchard will headline the 1971 Oil Patch District Annual Appreciation Dinner in Hobbs. The event is set for 7:00 p.m. Tuesday March 23 at the Hobbs High School Cafetorium. Pritchard, born in Hagerman NM, later lived in Roswell and now runs Pritchard Advertising and Public Relations in Roswell. He is a longtime Boy Scout leader and former Ship 1 Sea Scout in New Mexico.
Jules Roastingear, president of the National Education Association of New Mexico, says the 1971 Legislature’s $8.3 million school funding increase does not offset inflation or enrollment growth. He notes $350,000 was cut and local school tax options were rejected, leaving districts without extra revenue for expanding programs.
Lea County Sportsman Club conducts a hunter safety course for youths ages 12 to 18 at the National Guard Armory tonight. The fee is 1.50 per youth and the class begins at 7 p m.
Lovington High School students dominated the New Mexico Junior College District Science Fair on March 20 with top honors. Brad Layton won first in physical sciences earning 75 dollars from UCC and a 50 dollar bond from Corrosion Engineers Association. Glenn Davis second. Lynn Wilson led biology with first place, followed by Marlyn Coady. Junior high winners included Jim Bob Werhan and Paul Foster with special trophies to others. All projects advance to the Regional Science Fair in Roswell on March 27.
Jeannine Davis died after a four year battle with leukemia at M D Anderson Hospital in Houston. The Midland Texas girl, who turned seven last summer, had endured long hospital stays, remission periods, and ongoing bone marrow tests. Her family and community organized support including a Jeannine Davis Day with blood drives and donations. She is survived by her parents Dan and (name omitted) Davis and younger brother Brent. Services are pending.
Lea County ASC establishes two signup periods for the 1971 Rural Environmental Assistance Program. The first ends Tuesday April 6 and the second runs August 1 through August 41, 197]. Applications must be filed by April 6 for consideration this year. Conservation practices include vegetative cover, rangeland protection, shrub control, livestock water wells, lagoons, waste storage, and irrigation works with 50 percent cost share, up to 80 percent for low income qualifiers.
U S support forces began pulling out of the northwest corner of South Vietnam as thousands of South Vietnamese troops fled across the Laotian border under heavy attack. North Vietnamese artillery and rockets hit the Khe Sanh base and eight other US positions in Laos amid the 44 day Ho Chi Minh Trail drive.
