In the 1975 New Mexico session the Senate rejected a bill to lower the drinking age to 19 by a 24 to 18 vote. Sponsors, including Sen. Tom Rutherford, expected passage based on earlier votes but were surprised. The measure faced opposition and two other proposals to set 18 or allow voters to decide age did not advance. Senator Rutherford pledged continued support in future sessions amid emotional debate led by Sen. Wayne Radosevich.
The New Mexico Public Service Co proposes a rate indexing rule to set its own charges without formal hearings, automatically adjusting rates to maintain earnings of 13.5 to 14.5 percent. If adopted, the company would refund $1 million collected and placed in escrow to customers.
Lea County Sheriff Ralph Wrinkle has received two reports of mutilated cows in the North Lea County area over recent days. Both animals were located with udders cut off and one with the tongue removed. Similar mutilations affecting udders tongues and reproductive organs have been reported in Oklahoma and Texas recently.
The Labor Department reports a 0.8 percent drop in the Wholesale Price Index in February, the third consecutive monthly decline. Farm prices fall 15.1 percent year over year while farm products and processed foods lead the decrease. industrial prices rise 0.5 percent. The index 171.3 reflects a $100 basket costing $171.30, with declines in lumber and wood products offset by gains in fuels.
In Santa Fe the House Appropriations and Finance Committee rejected two bills to open its hearings on the general appropriations act. Sponsors plan to seek floor overturns while a rules change may be pursued. A Senate measure also exists but may fail.
Feal Bernalillo approved an amendment to exclude its drafting of the appropriations act from the bill by a 9 8 roll call. The body also backed a do not pass recommendation on the identical 9 8 vote. Grant said efforts will aim to overturn the committee report though he was less enthusiastic about the amendment. Caudell complained of not being allowed to speak on his bill and being denied recognition. Opponents voiced concerns as proponents gave no debate on the open meetings clause exemption. Lyon plans a minority report when permanent rules are set.
Guerrillas linked to Yasser Arafat seized the Savoy Hotel waterfront area in Tel Aviv, taking hostages including tourists. Early today Israeli commandos killed the fighters and many hostages died or were wounded, with death toll estimates ranging from 13 to 16. Rabin warned of reprisals as the raid ended.

Conservative GOP senators meet with President Ford to express unhappiness with his oil import fee compromise and budget deficits. Idaho's Sen James McClure says the Steering Committee will support Ford when possible but wants greater consultation before actions. The revolt risks Ford's 1976 presidential bid amid Cambodia aid and oil tariff delay talks.
Treasury Secretary William Simon urged directing a 21.3 billion tax cut toward higher earners, arguing rich rebates spur the economy while the poor spend quickly. Critics from Consumer Federation of America and economists counter that the poor would benefit more from immediate purchases, fearing hardship for basic needs. President Ford’s comparable proposal would mostly aid earners up to 50 thousand dollars.
Hobbs New Mexico hires Roger Luginbill, former Roswell school superintendent, to lead Hobbs district starting July 1. He replaces Glenn Tydings who resigned after a new Roswell school board was elected. Luginbill had announced resignation to shift from administration to teaching duties.
Richard Calvi Brewer, awaiting trial for prior burglaries, faces charges for the Orbit Car Wash burglary on January 21. Fingerprint evidence matched to the scene and FBI lab results support the charge, and Brewer also has an outstanding parole violation warrant from Oklahoma City.
The Lovington schools science fair featured fewer projects but high quality.
