The New Mexico House passed a bill to reinstate the death penalty for first degree murder on a 41-27 vote despite a Supreme Court ruling. Sponsor Rep. John Hays argued it applies to cases like Manson and Speck, while opponents warned it will not stop crime and criticized the measure as barbaric. The bill moves to the Senate.
Workmen stopped the Rio Puerco oil flow which threatened wildlife near La Joya and the Bosque del Apache Preserve. About 4200 gallons spilled when a holding pond barrier failed. most of the slick was contained upstream and a makeshift dam aided containment with plans to skim oil. Officials reported traces only near Bernardo as water diversion gates were closed near San Acacia.
Jani Jani Jani a Tatum housewife and mother of two won publication of her original crochet crib afghan design by Workbasket magazine after sending in a pink and white piece. She learned from her grandmother in Missouri and later crafted layettes and fashions for family.
In SOUTH SAN FRANCISCO Calif UPI 92 year old Ricardo Belasques works eight hours at Bethlehem Corp plant sorting 20 pound steel bars. He plans to retire never, credits eating a whole onion daily and occasional whiskey after shifts. Belasques has worked 30 years in the plant and came to the U S from Spain speaking little English.
Forecaster notes fair conditions tonight with breezy days, turning partly cloudy by Saturday. Highs and lows vary by location, with Clovis 35 52 and Las Cruces 35 67, Artesia 40 62, Lovington 40 60, Central Mountains and South Central Valleys seeing generally fair skies and a cooling trend into Saturday.

Funeral services for Jesse W. Bud Mooney will be held Saturday at 2 P.M. in the Smith-Rogers Chapel with Rev. Edwin Chappel officiating. Mooney, a Lovington resident for 20 years and WWII veteran, died Thursday from a heart attack. He leaves daughters Wacille Keira and son Jerry Wayne of Phoenix, five sisters, and a brother. Burial will follow in Lowell Cemetery after services in Picher Oklahoma.

Lovingto Schools hosts its annual science fair at Llano School with student projects from fourth grade to high school on view. Bob Wallace directs the event as attendees, including parents, can visit from 10 a.m. to 2 p.m. Top exhibits advance to the regional science fair.
Gallup New Mexico. Mayor Emmett Garcia escaped by diving through a glass window as two militants abducted him from his office. Police traded fire with suspects at a sporting goods store. one surrendered and the other was found dead from a likely self inflicted wound. Casuse, a former UNM Kiva Club president, was linked to the kidnapping and attempted murder. Delbert Rudy, a UNM student, was also abducted during the campus incident.
State Fire Inspector T K Hudson said an electrical engineer ruled out an electrical short as the cause of a fire that destroyed two small structures at New Mexico State University last week. Inspectors will reevaluate debris for accelerants and consider arson unlikely.
Paris delegates at a 13 nation conference initialled a nine point pact guaranteeing peace in Vietnam and promising a return to talks if hostilities resume. Despite reservations from South Vietnam and Canada, leaders hailed the accord as good and prepared for a formal signing in Kleber Avenue hall.

The House Corporations and Banks Committee endorsed a plan to legalize heroin for medical treatment of addicts. Rep. Eugene Cinelli said the bill treats addiction as a medical issue, not a crime, with a special board to certify patients and clinics to administer doses to New Mexico residents with two years' residency.
Dr. Charles D. Irwin was named acting vice president of Business Affairs at Eastern New Mexico University, replacing Gene W. Harrell who faces embezzlement charges. Harrell resigned and was arraigned, with bond set at 5000 and a not guilty plea entered. An audit involving 52000 in university foundation funds is ongoing. Irwin has served at ENMU since 1963 and previously taught at several Oklahoma institutions.
