The Army plans a second attempt to place a tiny satellite around the sun using a terminally enhanced Thor-Able rocket. The 13-pound gold plated satellite aims to follow Russia's Lunik while testing cosmic ray measurements and an optical trigger. The test, partly delayed by weather, showcases new guidance similar to Titan ICBM tech and could reach the moon’s vicinity in about 34 hours if successful.
In Argentia Newfoundland US Navy boarding party chief Lt Shelly said the Soviet trawler tied to cut cables with its fishing gear. The Hale boarded the trawler after locating it near where cables were severed and noted a broken trawling cable and a long sounding line ending in an iron weight.
In Santa Fe the State Senate opened 52 new measures and passed 38 as it extended the 45th day to Sunday to accept more bills. The session saw civil rights proposals debated and a watered down anti discrimination bill advance. Senate actions included tax cuts on potash, tighter penalties on liquor, new ID cards, and juvenile justice changes. Several revenue and public safety measures were also proposed, with the governor awaiting final actions.
Washington reports that Los Angeles won the bid to host the 1960 Democratic national convention by 71 to 35, with California Nixon home base cited as a strategic factor. Chicago and Philadelphia proposals were rejected, and delegates weighed travel costs and TV audience against Westward appeal.
Portales Democrat Anderson Carter introduced a bill to levy a ten mile highway tax on large trucks to raise about 18 million dollars overall annually.
