State Superintendent Tom Wiley urges 90.7 million in state funds plus 19 million local funds totaling 109.7 million to guarantee 320 dollars per weighted pupil. The NMEA committee seeks 327 per pupil and pushes 2.5 to 3 million more than Wiley.

Sen. Sterling F. Black of Los Alamos introduced a bill to grant home rule to New Mexico cities with populations over 2,000. The measure aims to let towns set zoning rules and amend charters without legislature approval. Black noted many municipal bills were crowded into the last session.
