Second Clovis builder arrested on FHA VA fraud charges
A second Clovis man, Gary T. Cothran, 25, former Hallmore Corp. manager, was arrested by FBI agents in Hobbs on charges of making false statements to federal housing agencies. Hallmore built homes in the Clovis area. Company president Stephen F. Grover, 33, was arrested earlier. Both pleaded not guilty, arraigned, and were bound over to U S District Court with Grover posting 500 dollars and Cothran 1 000 dollars bond.

Tshombe May Open Stronghold Door to UN take over
Katanga President Moise Tshombe agreed after a four hour meeting to permit a United Nations takeover of his Kobwei stronghold by January 21. He ordered the gendarmerie not to resist and to dismantle charges while disarming and concentrating arms under UN guard.
