The storm's bitter grip eased after blasting the Northeast with sub zero gales killing at least 26 people. Nine Gwendolyn Spears crewmen died in rough Long Island waters and 16 New England weather related deaths were logged.
Jack M. Campbell was sworn in as the 19th governor of New Mexico at 12:02 p.m. Tuesday before about 2,000 people in Santa Fe. The Democrat vowed to meet the challenges ahead with God, citizens, and bipartisan support, thanking former governors and officials for their cooperation during the transition.
The Roswell lawyer-legislator was sworn in by Chief Justice J. G. Compton at 12:02 p.m. alongside eight other officials as Santa Fe hosted ceremonies in 30 degree sun. Gov. Bolack ended a 31 day term, urging Campbell to sell New Mexico to its people first. A 19 gun salute marked the ceremony amid a festive program.
Senator Robert Kerr of Oklahoma, a powerful Democratic figure and oil heir, died at 66 of a heart attack in Doctors Hospital Washington. He had been hospitalized for a virus and later a heart attack, with family traveling to see him. Kerr wielded influence in Kennedy’s tax cut agenda and was described as the uncrowned king of the Senate.
George Sumruld 49, prominent farmer and rancher, died at his Lovington area home four miles southwest of Lovington at 6 p.m. Tuesday after a heart attack. Funeral services are pending at Smith-Yarbro Funeral Home. He was born northeast of Lovington in March 1913 and is survived by his wife Alice, three daughters Vivian Messenger Air Base City Rosa Lee Thornhill Marlin Tex Lastell McPherson Lovington, a son Wayne Lovington, his father W. E. Sumruld, five brothers Jesse Elmer Leroy Lovington Sanford Denver Colo Walter Indianapolis Ind, and one sister Annie Beulah Colorado.

Moscow reports Premier Khrushchev urged a Berlin settlement and Cuba support in New Year messages to East German leader Walter Ulbricht and Cuban Premier Fidel Castro. Leonid Brezhnev joined in sending the telegrams stressing normalization in West Berlin and warning that delaying a German pact could threaten world peace. Ulbricht and Castro receive the telegraph, while public note lacks firm deadlines or threats of a separate peace.
Portales in New Mexico records its first traffic fatality of 1963 as 33 year old Marjorie Ruth Little dies after a pre dawn crash on Route 467. Police report the car left the road, rolled end over end for long distances and she died on arrival at Roosevelt County General Hospital. She is survived by her six year old daughter Leslie.
President Kennedy reflecting on his first two years sees Cuba as a lesson to Russia and a shaky path to peace. He notes Western Europe and Japan must shoulder more aid, predicts Castro will fall, and foresees cautious Soviet moves and renewed Latin American focus in 1963. He contemplates a possible Kennedy De Gaulle meeting.
