New Mexico Governor's Council of Economic Advisors recommends replacing the severance tax with a flat BTU based rate. The report supports directing energy revenues to the permanent severance tax fund and rejects Sales value tax plans. Governor Apodaca endorses consulting ERB on a 7 cent per million BTU base, while ERB warns of coal gas equity. The panel projects $84 million gas, $3 million coal, $23 million uranium from last year's output.
Santa Fe New Mexico energy chief John F. OLeary criticized a proposed BTU tax as favoring oil and natural gas over coal. He noted ERB studied but rejected a BTU tax, urging revenue max from a declining resource and equity across fuels. President Jimmy Carter said the Saudi price moderation must not influence U S political decisions on the Arab Israeli issue. He sent a letter to the American Jewish Congress urging end to the Arab boycott and noted no concessions in U S policy are contemplated. The Saudi step to raise prices modestly and boost output was aimed at moderating the cartel and pressuring other members toward balance.
Pat Snipes and Ben Alexander filed for the two Lovington school board vacancies ahead of the February 1 election. Snipes filed December 15 and seeks the seat now held by Merrill Norton who won’t run again. Alexander filed December 14 and seeks re-election. Norton has served six years. Declarations are due by December 31 at 5 p.m.
