Experts warn Social Security will rise to 4.8 percent with a higher wage base, projecting a 1970 top of 8400 dollars and 5.5 percent of the first 9600 by 1973. Private plans may offer larger monthly benefits than public insurance despite the state monopoly.
Gov. Cargo unveils a $156.6 million 1968 69 foundation program to fund public schools with reduced state money and more local cash. The plan reverts property tax funds to districts, sets teacher student ratios, and includes a 5 percent cash reserve transfer rule to aid poorer areas like Lea County.
A Albuquerque meeting of judges attorneys news media and law enforcement officials drafted a preliminary statement of responsibilities for fair trials in criminal cases. The document will be presented to the Mexico Judiciary Conference and several New Mexico associations for review and adoption.

By noon Lovington reports at least five vehicle crashes due to icy streets. Three people. Debra Jean McDougal 12 with a broken rib, Richard McDougal 14 and others treated at Lovington Sea General Hospital. A 1956 Chevrolet station wagon and a Plymouth were involved near Avenue H and Eleventh Street. Police logged accident calls at 8:08, 8:11, 8:29, 10:01 and 12:15, with two patients admitted and one awaiting X-ray.
A bitter winter storm dumped up to 16 inches of snow across New Mexico and caused school closures. Grants and Los Alamos reported heavy depths while highways remained treacherous and winds gusted up to 58 mph.
