Community leaders must plan for reduced tax base as oil and gas valuation declines. Lovington and Lea County face growing capital needs for schools and municipalities, with current bonded debt low yet future financing at risk due to geologic reality and shifting federal and state funding.
Lovington Public Schools cafeteria supervisor Irene Nowell says meals will meet nutritional needs with protein rich options even if meat isn’t served every day. On opening day 1225 students ate, meals cost 45 cents for students and 60 cents for adults, with bids on meat supplies secured and plans to avoid leftovers.
President Nixon, per White House aide Gerald Warren, expects no recession in 1974 and no tax increase. He notes economic policy and budget restraint aim to curb inflation, with Shultz and Stein optimistic a balanced budget can be achieved this year. Nixon weighs wage legislation and camps at Camp David after a California stay.
Alipio Medina from Curumani in northern Colombia awoke from a drunken celebration to find his donkey had eaten the equivalent of 700 pesos loaned by Cattlemen's Bank. He recalled the stacks of cash beside him and feared the loss. He joked about trying to retrieve any intact bills from the donkey’s stomach.
The Environmental Improvement Agency said its Water Quality Division allocated 1.5 million dollars in grants to 39 New Mexico communities for water supply construction. Five towns received the maximum 100,000 dollar grants Rec rendo Capitan Hurley Ruidoso and Tularosa.

The State Racing Commission urged the New Mexico State Fair board to give stable assignment preference to New Mexico horses during the fair race. With 4,000 incoming horses and only 1,200 stalls, chairman Drew Cloud urged housing good state horses locally and suggested coordinating with the Horsemen's Association on stall procedures. The resolution calls for preference based on winnings races won and times matching out of state horses.
The Lea Natural Resources Conservation District invites landowners to join its three year supervisor terms. Incumbents Bill Lee and John Waits face re election and petitions are due by September 15 1973. Nominations may also occur from the floor at the annual meeting set for October 11 1973 at 8 00 p m in the USDA Building conference room 1700 South Main. Gordon Gann chairman will announce fiscal year 1973 accomplishments.
Colorado and New Mexico were asked to invest half a million dollars to upgrade the Cumbres and Toltec Scenic Railroad, with Scenic Railways pledging another 500000. The plan seeks longer leases, rent relief, bond removal, and land purchase options, while depots and parking would be improved in Antonito and Chama.
Agriculture Secretary Earl L. Butz said food prices should level off in a few weeks and stay fairly constant through 1974. He noted the September consumer price index will show a jump already behind us and that 1974 prices may be only slightly higher than 1973. He spoke at Albuquerque Airport during a western tour tied to rural development and the USDA West program.
