Arizona becomes the first state to enact a blanket ban on smoking in public confined spaces, citing environmental cleanup and political gains. The law follows airline style restrictions and is framed as protecting non smokers who cannot avoid breathing.
White House policy chief Love said the administration will not implement a mandatory oil allocation program in the foreseeable future due to philosophical and practical flaws. He noted potential risks to fuel supply and described a draft for Petroleum and Petroleum Products as a placeholder for future consideration while Winter heating oil should suffice this year.
Roswell New Mexico UPI reports Rep Harold Runnels says Defense Department plans to buy one million barrels of oil daily from the fan government at a cost per barrel. He notes the price is well above the New Mexico crude price and warns the United States risks dependence on foreign energy sources amid a fuel supply crisis. He cites military bases with planes idle due to jet fuel shortages.
Washington continues to defend the Cambodian bombing campaign as court rulings fail to halt support. Army Chief Gen Abrams testifies that falsified bombing records were presented to Congress and confirms a classified operation remains undisclosed. Other witnesses describe missions against suspected underground hospitals in South Vietnam.

United Press International reports widely scattered and evening thundershowers mainly in the south Friday. Temperatures range from Clovis 60 to 92, Artesia 60 to 94, Lovington 65 to 96, with South Central Valleys partly cloudy afternoons and evenings through Friday and little temperature change in Las Cruces at 66 to 98.
Lovington Police urge residents to lock freezers after meat rustling incidents. Joyce Fuller reported her storeroom freezer emptied between 1 PM and 10:24 PM with about 100 dollars worth of roasts and steaks taken. Patsy Timmons was arrested for shoplifting 16.70 dollars of meat and items, pled guilty, fined 50 dollars.
The Lea County Sheriff's Posse plans a trail ride to Lovington on Sunday August 12 at 3 00 p m with an expected 7 00 p m arrival. They will be escorted by the police down Main Street turning east on Central to the fairgrounds where refreshments will be served. All are invited to welcome the riders.
Billy Joe Simpson a 28 year old Lovington resident sustained severe head arm and back cuts after his 1963 Chevrolet ran a stop sign at a dead end and hit a fence on County Road C-150 about 2:21 am. He walked to a nearby farmhouse called Tatum police and was taken to Lovington Sea General Hospital for observation. State Police Officer Bill Lane of Tatum said the investigation is ongoing.
In New Mexico authorities and volunteers traced radio calls from a boy named Larry who spoke of a wreck with his dead father. The search near the Manzano Mountains involved 150 volunteers, aircraft, and CB operators from Mississippi to California. Authorities noted possible interference from other CB users and continued efforts into the night.
The National Advisory Commission on Criminal Justice Standards and Goals calls for outlawing or strict control of about eight to eight million privately owned handguns by 1983. It recommends stronger enforcement of handgun laws, public education campaigns, and prison terms up to 25 years for felons possessing a handgun. The panel, funded by the Justice Department, cites 1971 handgun murders including police officers and names several notable members.
Lea County Fair and Rodeo 1973 shapes up for a lively week. Monty Montana will arrive in Lovington early and stay through the final performance on Saturday night August 18. Each rodeo night features a different county town with local performers and music from Jal Jal residents Regina Chance Jerry Walker and David Fouts opening night.
A promotional caravan will take a bus trip to advertise the Lea County Fair and Rodeo in Texas and New Mexico. The departure is Monday, August 13, from the Hobbs bus barn at 8:00. Stops include Denver City Plains Brownfield Seagraves Seminole Andrews with possible Kermit, returning via Jal and Eunice.
D S Dudley Shows of Holiday Texas will provide the carnival for this year’s fair following the parade on Wednesday afternoon. Fair board secretary Phoncille Smith notes commercial booths are filling fast with KLEA Lovington Daily Leader and other firms listed among exhibitors.
UPI reports the State Highway Department notes a 4 percent rise in June travel across New Mexico compared with last year. Interstate 25 near Albuquerque remains the busiest, averaging about 70 899 vehicles every 2.5 hours, with Cerillos Road Santa Fe and U.S. 285 Espanola among the next heaviest routes.
William D. Brown, serving 2 to 5 years for a confidence game, files a complaint with the Arizona Supreme Court after a prison shakedown confiscated his personal items. He lists towels, sheets, lamps, decor, mirrors, shoes, kitchen items, and storage fixtures as missing from his cell in Florence, Arizona State Prison.
