Santa Fe AP The State Finance Board Monday approved buying new voting machines for several New Mexico counties. It will review the current contract with Automatic Voting Machine Corp of Jamestown NY and secure the reduced price before an August 1 $101 per unit price rise. Non printer machines rise to $1 970 and printer machines to $2 120. The 1969 Legislature extended the Mandatory Voting Machine Act to cover all divisions and to split precincts with 600+ votes. Nancy Miles says a survey shows 64 additional machines needed.
Gov. Cargo opens the 70 delegate convention in Santa Fe to draft a new constitution replacing the 1910 document. Organizational meetings occupy initial days with a vote for convention president expected amid five candidates led by Bruce King. Keynote by Gen. Hugh Milton planned.
The Governor's Policy Board for Law Enforcement reviewed a 76 page report on juvenile delinquency in Curry and Roosevelt counties. Recommendations included no funding for four projects and focus on combining adult and juvenile probation, a volunteer officer program, and using Portales facilities for up to 10 delinquents. Training and beds at local facilities would cost about 78 000 in the first year with 200 per month per child.
Two renowned surgeons, Dr. Michael DeBakey and Dr. Denton Cooley, each received about 200000 in Medicare payments last year. The funds largely went to Baylor College of Medicine in Houston, not to the doctors personally, and no irregularities were found.
Six people died in two crashes on U S 66 and NM 37 near Tucumcari and Ruidoso, tying the 1969 one day high. Victims included Orville Brown and family of Winslow Arizona. Bart Blasingame of Alameda California. a San Jose man and an Odessa child. and a Carrizozo woman. Seven others were injured.
Partly cloudy tonight and Wednesday with a chance of afternoon and nighttime thunder showers. Little change in temperatures with highs near 98 and lows around 70. In New Mexico, scattered afternoon and evening thundershowers expected with decreasing activity late Wednesday. Lows tonight range 54 to 63 north and 60 to 72 south, highs Wednesday 86 to 96 north and 90 to 102 south.
In Durango Colorado and New Mexico officials plan a meeting on August 17 to discuss saving the narrow gauge line along the state border. The Colorado New Mexico Better Transportation Association backs any action to prevent abandonment after ICC approved a plan by the Denver and Rio Grande Western to abandon the line. The association may appeal by August 24 but will await the state railroad authorities' meeting. A spokesman cited Colorado State Rep Clarence Quinlan to decide on extending the abandonment deadline.
Three U S prisoners of war freed in Hanoi were picked up by an International Control Commission plane en route to North Vietnam. Capt. Wesley Rumble from Oroville California Lt Robert Frishman from Santee California and Douglas Hegdahl from Watertown South Carolina were handed to an American pacifist group. Hanoi radio said they were well treated and Frishman cited medical care after his wounding in October 1967.
Rumors spread of a possible court action by Haskell Smith head of the State Tax Commission. He is said to attend tax reappraisal hearings in Lovington to challenge Lea County’s 16 2/3 percent appraisal rate, as the state demands 33 2/3 percent. County officials warn action may come too late amid near completion of the tax roll.
Billie Bateman, 19, Hobbs, pleaded guilty to burglary and was sentenced to one to five years with the sentence suspended and five years probation. Michael Rhea pled guilty to burglary and jail escape, receiving one to five years on each count to run concurrently. Oscar Jurado pled guilty to driving while revoked.
The House moves to debate a large tax reform bill after approving a six month extension of the income surcharge through Dec 31. The Rules Committee weighs amendments as critics seek changes and the Nixon administration argues the full extension at 5 percent is needed to curb inflation.
County commissioners review bids for the 1969-70 fiscal year under the State Purchasing Act. Wide price differences appear across many items from Band Aids to pine oil with multiple insurance bids for voting machines and varied agency costs.
A U S District Court judge ordered New Mexico Junior College to reinstate Edward Oliphant for the 1969 70 year with back pay and court costs, ruling his firing over a critical letter to the Hobbs News Now was a First Amendment violation. The decision cites the Love Lust poem controversy and notes the college acted without malice but breached free speech protections.
A July report from Lovington New Mexico State Employment Service shows 58 workers placed, 42 in cotton chopping and farm work. 25 new job seekers joined, active file at 103. 30 employers contacted. 5 aptitude tests given. openings include babysitter baker irrigator laundaryman material handler porter public health nurse and waitress.
A 2:15 am collision injures Johnny Griffith age 23 and passenger Jeremy Bob Swain age 18 in a Ford coupe. Griffith suffers a cut lip and arm abrasions, Swain a minor eyebrow cut and foot injury. Both treated at Lowington General Hospital and released. Griffith cited for reckless driving.
