After a heated meeting in Red Bank the board of health was found not legally constituted as no oaths were filed. Acting Mayor Cook appointed a new board consisting of Arend Higginson Bucklin Slattery and Davis with Rutherford replaced by Obadiah KE Davis Sr. All appointments were confirmed and sworn soon, with reorganization expected.

Deficiency in Borough Notes Exposed by Hill Audit
Expert Accountant Herbert W. Hill reported at Red Bank borough council that the late Republican administration left notes unpaid totaling 71 744.06 with adjustments bringing possible totals to 75513 75. The audit covered 12 months ending Jan 31 1918 showing receipts disbursements proper and a 25421 72 cash balance. The sinking fund shows 4872 16 receipts and 4909 32 disbursements leaving 582 84 on hand.
