Howe Eggston urged federal changes to permit local distribution. Harriman cited 1919 and 1920s failures, noting four Ohio cities showed clinics failed. Surgeon General Scheele warned the clinic idea needs after care, as discharged patients often return to dope after leaving hospitals.
