Guardsmen push for universal training or draft boost

The National Guard Association urges Congress to pass a universal military training law or amend the Selective Service Act to meet manpower needs of the National Guard and active forces. The proposal, approved 270 to 133, faces strong opposition from Maj. Gen. Walter J. Hanna who warns it would federalize the National Guard. If IMT fails, the act should be amended to induct enough people for active forces and National Guard units. The convention ends Thursday.
