Eisenhower won approval for soil bank payments this year 1.5 billion dollars annually for taking land out of production, with extensions for livestock and other crops pending. The pay-in-advance provision faced defeat as Democrats branded it a vote buying gimmick though other parts of the bill advanced and surplus disposal authorizations totaling 500 and 200 million were included.
