Foreign aid clash stalls in Congress over 627 million cuts
In Washington, Rep. Passman and Sen. Hayden urged taking a hard line on foreign aid reductions. House and Senate conferees expected to clash over the 627 million in cuts, with the House approving about 2.64 billion and the Senate about 3.20 billion for the current year. Passman criticized the Budget Bureau, noting a June agreement on holdover funds and a White House briefing aimed at shaping the talks. Sen. Saltonstall and 18 other Republicans backed Eisenhower’s plan for blueprints with Russia and reciprocal aerial reconnaissance, signaling continued debate on foreign policy funding and strategy.

Talbott tied to Mulligan firm for hearing
Harold E. Talbott faced a public hearing over his $50,000 annual earnings from the Mulligan firm while he served as Air Force secretary. He says he would accept no profits from Mulligan in contracts with government-related firms and testified he tried to help the firm but did not misuse his position. The subcommittee planned full public hearings, with McClellan indicating Talbott could be recalled for more questioning. Mundt labeled his appearance inevitable.
