Robert Ho Orr 36 admitted the motive when questioned, denying other charges. Orr, administrative assistant to Maj Gen Robert Burns, was arrested after guests surprised him in a room. Police said 25 hotel room keys, four stolen credit cards, 13 watches and a burglary kit were found. He traveled under orders from Washington while wearing civilian clothes at the time of the incident.
