Long Beach resident Estelle Hendricks, 35, found her car stuck in mud after an on site drainage project on 10th Street worsened a driveway breach. Police offered tow aid from Victory Garage but warned of a ticket. Hendricks threatened legal action while considering suit. The incident spurred a tense standoff over responsibility and costs, reflecting local service tensions.
