Springfield reports that Adlai Stevenson and President Truman will mount double-barrel whistle-stop campaigns against Republicans this fall. Stevenson plans a train tour with a nine-member campaign committee forming soon and may accept the whistle-stop format used in 1948.
GE offered wage increases and insurance benefits to about 200000 employees with most receiving 7 to 13 cents per hour more and a 24 percent overall rise plus a 34 cent hourly minimum. The proposal would take effect September 15 if unions accept. Present average hourly earnings are about 175 dollars per hour.
Oklahoma City report on ten year old Kathryn Slater who remains in a medically induced sleep to combat tetanus. Doctors believe continued sleep prevents deadly convulsions and plan to gradually awaken her after the convulsion risk subsides. She was injured when she cut her foot playing and may have contracted the germ at a farm. Nutrients are provided via nasal tube during the sleep.
Boston August 13 Roger L Putnam, economic stabilizer, says OPS Director Ellis Arnall will likely resign September 1 despite President Truman's wish for him to stay. Putnam told reporters he and Truman prefer Arnall remain, though the president dislikes pressuring him. Putnam added he would help choose a new OPS director.
Secretary of Commerce Sawyer says forecasts of rising prices are unfounded and could fuel inflation. He plans a survey to uncover real data while noting steel price boosts and drought have minimal impact on consumer costs. He is in touch with steel and consumer goods leaders about price pass-through.
William Francis Rupp, 18, captured in Brea after a manhunt for the Yorba Linda baby sitter slaying. He confessed to hammering, shooting and raping 15 year old Ruby Ann Payne at her employer’s ranch. He described hunger and earlier escape, ending in arrest at Tony Hare’s beer parlor.

In Fort Coulonge Quebec a vacationing Erie Pennsylvania dentist performed emergency surgery using a fishhook as needle and fishing line as sutures to close a deep arm gash on Ernie Ladouceur a 4 year old fishing camp operator. Dr Eugene Engelbirger repaired tendons and stitched an eight inch horn deep cut while Ladouceur was flown for further care after a fan engine blade struck him. Whisky and headache pills served as emergency anaesthetics. Camp guests trekked through bush to reach a phone and summon a plane.
Alexandria Egypt August 13 One policeman was killed as about six thousand workers at a giant textile plant stormed the premises and tried to set fire to factory buildings in protest against working conditions. The riot caused chaos as security forces battled the crowd and dispersed the demonstrators.
U S Marines repelled a fierce 750 Red troops attack on Bunker Hill on the western front. The fighting from prefabricated bunkers continued through dusk and into dawn as Chinese forces suffered heavy losses. Maj Gen John T Selden led Marines defending the ridge overlooking Panmunjom.
In Frosinone Italy an explosion at a clandestine firecracker factory killed six people including three men two teenage boys and a three year old girl. The blast occurred while fireworks were being manufactured and set off a large store of fireworks damaging a two story building.
Washington adds Japan as a full member of the World Bank and the International Monetary Fund, amid a confused ceremony. Undersecretary Bruce forgets the official name of the World Bank, a light crashes near Ambassador Araki, yet Japan signs the articles of agreement. The bank and fund boards may ratify membership next month in Mexico City. Araki says Japan has no immediate loan plans.
Gen Mark W. Clark restructured U N forces in the Far East to ready them for full scale warfare in Korea if truce talks fail. He moved Eighth Army command to Gen James A. Van Fleet, created a rear area command for logistics and POWs, tightened security, and reassigned key personnel including the Rose Island POW team. Informants say he brought a new “can win” spirit to the theater.
JOPLIN Mo Aug 13 Four buildings were destroyed and about 100 mules died in a fire which blazed through the stock yards last night. Loss of animals placed at about $10,000. The blaze started in the hay loft of the Ark Owen and Sons horse and mule barn and spread rapidly to three other buildings lent by the company.
