Adm Robert J B Carney chief of naval operations told Executives Club Chicago that oppressions and destitution fuel revolt and urged the United States to promote revolutions as a strategic counter to communism. He argued freedom and democracy offer quick relief while warning against letting communists dictate remedies. He advocated a strong offense as defense and outlined aims to keep Europe free, prevent Southeast Asia’s pull toward the iron curtain, and protect Far East interests.
