County grand jury adopts tough stand on narcotics

The Santa Barbara County Grand Jury urges Gov. Reagan and state and federal lawmakers to curb narcotics flow from Mexico. In 1968 225 of 826 felony filings involved drugs, a 14 percent rise, with 34 percent of 1969 filings in six months. Indictments and jail riots prompted calls for border inspections and AB 744 support. About $35,000 of heroin tied to the case was seized, with further investigations ongoing.

Kopechne attorney plans challenge to autopsy

In Wilkes Barre Pennsylvania an attorney for Mary Jo Kopechne the victim of the Kennedy car crash said he planned to challenge the autopsy. He noted two options filing an answer and going to a hearing or asking dismissal of the amended petition by District Attorney Edmund Dinis.

Nixon cancels draft calls for November and December

President Nixon announces cancellation of November and December draft calls totaling 50 000 and reallocates the October 29 000 intake across October November and December. Defense Secretary Laird outlines the new schedule while both urge Congress to repeal the anti lottery clause and, if needed, implement a moving age group lottery by executive order for 19 year olds.

City works program earns HUD approval for Lompoc

Lompoc’s Workable Program for Community Improvement gained HUD certification, enabling federal funding for housing and downtown upgrades. City planning chief notes this is the fourth such certification since 1959, with current two year term expiring Sept 1 1971.

Marines Hit by Rockets Near Dong Ha in Major Strikes

U S commanders said 31 overnight rocket and shell attacks struck coastal bases with less than 10 long-range projectiles hitting Dong Ha 12 miles from the DMZ. The Dong Ha HQ for the 3rd Marine Division reported light casualties and no deaths as 22 Marines were killed and 74 wounded in recent clashes nearby at The Rockpile.

President presses for action on Nixon legislative program

President expressed disappointment that basic legislative proposals were moving slowly. House GOP Leader Ford and Sen. Allott described talks at the White House on three core areas draft reform postal reform and anticrime legislation. Ford said there is no must list but calls for substantial action at the committee level with hopes to finish by next year.

Lompoc to Get New Housing Authority Center

The Housing Authority of Santa Barbara County selects Hubble Construction Co. of Santa Maria to build a 5000 square foot county headquarters in Lompoc on Ocean Avenue near O Street. Bid price is 163266 dollars, lower than four rivals and an estimated 166046 dollars by Pierre Claeyssens. Construction starts soon with future expansion planned and parking aligned with the Post Office site.

Reported by United Press International the Sino Soviet propaganda truce begun Sept. 11 unraveled as Chinese and Soviet propagandists renewed attacks. Mao Tse tung was accused of shameless nationalism while a Life Abroad piece claimed China has broken with international proletarianism and harms socialist unity.

City Administrator Gene Wahlers reported to the City Council that repairs for sidewalks total 7440 dollars and curbs and gutters 2875 dollars. The survey by Acting Public Works Director Doug Soper covered just under 200 cases of damage from tree roots settling heavy objects and more across about a half mile of thoroughfares.

Overcast conditions give way to clearing by Saturday with temperatures in the mid 60s to mid 70s. Tonight’s lows in the 50s with northwest winds 10 to 20 mph. Saturday features two high tides at 3.9 and 5.5 feet and two low tides at 0.1 and 3.2 feet.
