North county board actions approve bids and closures

The Board of Supervisors approved a Sept 23 bid call in Santa Maria for Los Alamos Park carport fences ranger pad utilities and Waller County Park south work plus plans. They also set a Sept 23 bid call in Santa Barbara for Alisal Rd and Park Way improvements and approved various chamber and association advertising contracts for 1971 72. A conditional use permit case for a 6000 square foot greenhouse was continued to Sept 13. Incubator rates at Santa Maria Hospital were adjusted then reexamined. A Orcutt fire engine replacement was authorized with a $30000 contingency loan to keep insurance rates low. Bell St Los Alamos closure Sept 26 for Olden Days.

County approves extra prints of phase one report

County supervisors authorize printing 300 additional copies of the Phase 1 Public Services Allocation Study report. The County Cities Area Planning Council had urged 800 copies, but County Administrative Officer Raymond D. Johnson suggested trimming. The report faced criticism from Supervisor Daniel G. Grant and Goleta Valley elements for not prescribing Goleta alley governance, a point planners say was never in scope.

Desert to oasis via three inches of rain

Israeli scientist Dr. Michael Evenari demonstrates turning the Negev desert into farmland with three inches of yearly rainfall. By using Nabatean catchment reservoirs and smaller per-tree basins, he grows apricots peaches and more while reducing water needs. he hopes to teach India Pakistan and Arab states to apply the method for local food security. Bedouin nomads already study the system at his farm with potential to expand grazing dramatically.

NBC backs Johnny Carson despite critics amid big revenue

NBC defends Johnny Carson as a valuable asset, noting he just signed another three year contract and brings in substantial revenue.
