Supervisors urged to freeze health budget and hiring
Santa Barbara County supervisors debated freezing the mental health budget at current levels amid fiscal pressures. County Administrator Raymond D. Johnson proposed a $302,575 curtailment and a hiring moratorium for the rest of 1970-71, while Dr. Norbert McNamara warned of higher long term costs and possible reliance on state hospitals. The board sought more data before acting, warning cuts could shift costs to in-patient care and affect state funding shares. Meanwhile five teenagers were arrested near Cabrillo High School on loitering charges with two carrying concealed weapons and bail set in the $315–$1,565 range.
