City planners and the council agreed on a tough new home occupation ordinance with public hearing set for November 9. The draft would limit permit impact to the neighborhood, require one year permits with renewal hearings, and ban home employment and certain advertising practices.
Cincinnati Reds rally to a 6-5 win over Baltimore as Lee May hits a homer and Clay Carroll delivers in relief. Brooks Robinson homers for the Orioles, but Tony Perez error helps extend the series. Game five is set for tomorrow with potential Games six and seven weekend in Cincinnati.
The County Employes Association halted meetings with the county administration until Raymond D. Johnson could join. Impasse centers on Johnson's assistant Paul Floyd and Wilbur Flagstaff. Johnson's office is negotiating separately with the AFL CIO social workers union, which seeks 72 to 10 percent raises starting December 1, while talks consider removing the no strike clause.
Black activist Angela Davis is brought to the federal courthouse under high security for arraignment on fugitive charges tied to a murder and kidnapping. A crowd of about 300 watched as FBI agents removed her from the Women’s House of Detention.
Trustees learned it would cost about 61 000 dollars to light Lompoc High School and Cabrillo High School fields as part of a joint city project. Joe Carlin calculated the estimate, and the idea of shared financing has been discussed for months.

FLQ cells in a joint communique say they have authorized spokesman Robert Lemieux to negotiate with the government to save the British diplomat and Quebec cabinet minister abducted in Canada. Talks with government spokesman Robert Demers had nearly collapsed as Lemieux demanded new instructions from the kidnappers.
Congress plans to close today for a lame duck session looming after the elections. Senate Leader Mansfield calls it a disaster while GOP Leader Scott terms it an unmitigated disaster. A rush of last minute legislation could keep business through Christmas and into the next session. Congress would return Nov. 16 to finish up leftover appropriations bills and other measures.
