State colleges present budget for 1970 71 in California
State colleges head Glenn S Dumke and Harry FE Brakebill propose a 324.4 million dollar fiscal 1970 71 budget to the State Finance Department. The plan is a flexible working document with 55.4 million in supplementary requests and a possible 3.7 million more from higher fees. Sacramento lawmakers trade expense raise for tax relief
Legislators and state officials accepted a $5 per diem raise change to 30 to avoid IRS scrutiny. The Board of Control rescinded the raise amid pleas from Sen. Chavez leads orderly grape picket at FDA amid boycott
Cesar Chavez and about 200 supporters picketed the FDA headquarters in Arlington Virginia accusing the agency of favoring grape growers over workers and consumers. Earlier 300 sympathizers gathered in Landover Maryland at a warehouse urging truck drivers to avoid California grapes. Chavez later joined at the FDA to distribute pamphlets citing pesticide poisoning deaths and injuries without FDA safety programs.

Oil Geologist Sees Big Oil Potential at Hollister Ranch
Lee Gibson a Fresno based geologist with 28 years in the field testified in Superior Court Tuesday about an oil and gas lease dispute at Hollister Ranch west of Gaviota. The October 15 deadline applies to 1968-69 property tax refunds for seniors 65 and older with low income. Executive Officer Martin Huff of the Franchise Tax Board notes refunds need not be repaid and impose no liens. Eligible claimants must be 65 by January 1, 1969, own and occupy their home, have paid property taxes, and have household income under 3350.
