Rhodesian Talks Tarnished by Black Nationalist Squabbles
Geneva dispatch reports Rhodesian Foreign Minister Pieter van der Byl blasted black nationalists at the Rhodesia conference for fighting like cats and dogs over leadership and a future constitution. He warned only disciplined unity could yield any chance at implementing Anglo American transition proposals, while Mugabe and Nkomo labeled Britain and the United States as backing a black puppet regime.

Defense budget already beyond forecast for Carter era
Defense officials say the outgoing Ford administration has prepared a fiscal 1978 request totaling 133 billion, well above the 120.6 billion forecast. The current operating budget runs about 111 billion, with weapons programs including the B-1 bomber and an upgraded Minuteman successor, XM, and a new battle tank likely driving costs higher. Carter faces a large defense budget as his term begins, with rapid cuts possible but unlikely to reshape orders immediately.
