Mekong Delta battle rages over rice crop near Cai Lay
Saigon reports heavy fighting between Communist and government forces near Cai Lay southwest of Saigon. Federal judge ruled Nixon impoundment of about 380 million dollars in education funds unconstitutional. U.S. District Judge Joseph C.
