County board approves 46000 toxicology lab for drunken driving cases

The Board of Supervisors approved a state funding application for a 46000 toxicology laboratory to handle drunken driving cases. The lab would be housed at Santa Barbara General Hospital in Goleta Valley, with rising case numbers cited by District Attorney Milner.

San Francisco Firm Named for Final Phase of Study

A San Francisco consultant firm was named to handle phase two of the Public Services Allocation Study with Arthur D. Little, Inc. as the fee payer of 45000. HUD provides 35000, the county covers one third of costs including 10000 cash, and in kind services for the rest. The study aims to finish by next May and plans to assess options from incorporation to county control.

Carriers Honored in Lompoc Record Special Awards

Jimmy Walker of 1304 W Olive Lompoc and Brian Fraser of 524 Gum St VAFB received monthly honors for October and top overall performance. Fraser led with 51 starts and a 500 catalog point bonus while Walker had 15 starts. Both earned multiple awards and compete for Carrier of the Year with bonds and trophies to be presented at a banquet.

Soviet masterspy Rudolf Abel dies at 68 in Moscow

Rudolf Abel, the Soviet masterspy exchanged for U2 pilot Powers in 1962, died of lung cancer in Moscow. A KGB colonel who led a ring supplying U S military and atomic secrets for 11 years, he was arrested in New York in 1957, convicted, and later swapped in the Berlin Wall shadow.

Seven Americans killed in Vietnam amid wide fighting

Seven Americans died in Vietnam on Monday including two who triggered a mine near Hue. Other U.S. losses came from noncombat accidents and airstrikes in Laos and Cambodia. The casualty list notes five injuries and several helicopter crashes, with ongoing battles in Laos and near Phnom Penh.

Nine escape from Crumlin Road prison in Belfast

Nine inmates fled Crumlin Road prison during daylight through two rope ladders flung over a 25 foot wall. Prison guards clashed with escaping prisoners as British troops and police cordoned streets within two miles. by late afternoon none were recaptured and several internees’ statuses remained unsettled.

British lord rebukes Martha Mitchell for curtsy snub

Planning rezoning sought for auto wrecking yard in Lompoc

Development receives approval with a public hearing set for November 29 to consider rezoning 4.8 acres in Lompoc Valley for an auto wrecking yard. The site lies about a quarter mile south of Olive Avenue and a fifth of a mile west of Badger Road, with William M. Perry the applicant.

Youths Study Government Begins County Conference

One hundred thirty nine students from 17 high schools in the county joined faculty members at the County Administration Building in Santa Barbara for the fourth annual Youth in Government Conference. Board of Supervisors Chairman Daniel G. Grant welcomed participants and saluted Supervisor Curtis Tunnell for initiating the project. Tunnell hoped tours and sessions with county officials would spark interest in local government and future careers.
