State official cites sloppy food stamp program in California

Earl Brian, California Health and Welfare secretary, calls the federal food stamp program poorly run and costly, citing a $500,000 loss in 18 months from counterfeiting and fraud. He notes rapid enrollment growth from 135,000 to 1.3 million this year, with expectations to 2 million next year, and warns of abuse, mail carrier risks, and illicit uses including liquor purchases and illegal immigrant subsidies. A seven member task force will investigate.
