Tax reform bill bogged down by Democratic squabbles
In Washington the 1975 tax reform measure stalls as Democrats in the Ways and Means Committee fight over liberal amendments and procedural rules. Chairman Al Ullman withholds final action while liberals, led by Abner Mikva and William Green, clash with conservative lawmakers like Joe Waggonner. Republicans expect to oppose final passage without a spending ceiling, while 1975 tax cuts teeter on separation from the main bill.
