California officials move inmates out faster by about 200 a month as the Adult Authority speeds up reviews for inmates meeting the fixed term sentencing criteria set to take effect July 1. Howard Way says the measure reduces July 1 workload and targets nonviolent offenders with lengthy prior terms.
Gov. Edmund G. Brown Jr says he will surrender his power to commute life without parole if a bill creates such sentences and gains voter approval for a constitutional amendment. He argues for a strong life without parole option to protect citizens amid concerns over court actions on capital punishment.
