Lompoc residents risk power outages as kites snag bare high voltage lines. Electrical Supt. Bill Ruffner cites 2400 to 12000 volt feeds, frequent outages in March and April, and danger from damp or metallic strings. He urges open areas, no metal string, and to call crews rather than pull kites free.
