Senate ethics code debate spotlights outside income limits
Senators push a code drafted by a bipartisan panel to require annual disclosure of finances and curb outside earnings. The plan would cap outside income at 15 percent of a $57 500 salary, about $8 625 a year, affecting speech and writing income for leaders like Edmund Muskie. Debate resumes today with a Friday vote likely, as Byrd backs the measure to balance a recent pay raise.
