Mexican and U S authorities kept the Friday kidnapping of John Patterson 31, the American vice consul in Hermosillo, tightly secret until Wednesday. Reports floated a ransom as high as 500000 dollars, with conflicting figures. Patterson was last seen leaving the consulate with an unidentified American, and his car was found abandoned.

Congress OKs minimum wage bill to $2 per hour
Congress approved a compromise minimum wage bill by 71 to 19 in the Senate and 345 to 50 in the House. The measure would take effect by May 1 and extend coverage to domestic workers, all government employees, and retail chain store workers. It also sets tiers to reach $2.10 next Jan 1 and $2.30 on Jan 1, 1976. President Nixon indicated he will not veto this version.

Lompoc Social Security Office Faces Delays and Debate
In Lompoc with 55 000 residents a temporary social security office operates one day weekly. Beneficiaries complain of long lines and missing records while local leaders push for a permanent five day facility. Santa Maria holds the records and will keep the regional files. May first is eyed for extended service to two or three days weekly with records staying in Santa Maria.

Lompoc Man Makes County's First Inmate Diploma Achievement
A 27 year old Lompoc man Javier Robert Torres of 727 North A St earned his high school diploma while serving a one year sentence for grand theft becoming the county jail's first inmate to complete degree requirements. Torres dropped out in 1966 and started jail classes in September 1973 at Santa Barbara Community College in government history hygiene and health and safety. He is due for release April 16.
