Carter links peace plan to Israeli withdrawal in Middle East

President Carter at a national news conference said lasting Mideast peace could require substantial Israeli withdrawal from territories occupied since 1967 while stressing the process must begin with securing Israel's survival and defense lines possibly extending beyond its legal borders.

Four armed men seize hostages at B Nai B Rith HQ in Washington

In Washington four gunmen took at least 15 hostages at the B Nai B Rith international headquarters. Eight were released after over two hours. one injured hostage appears beaten, another stabbed, a third with possible heart trouble. Police report ongoing negotiations from a command post near Scott Circle as spectators gather.

Administration flanks water resource plans amid screening

Washington leaders confront a list of 45 western water projects rated pass or fail under an initial Carter administration review. The document, described as a preliminary working paper, signals possible halts for projects including a $2.7 billion Grand Coulee powerhouse and a $56 million irrigation effort in Washington. Interior Secretary Andrus outlined three criteria environmental impact cost to benefit and safety to guide funding decisions for the 1978 fiscal year.

Severson and Coe win seats on Lompoc school board

Jan Severson defeated William Webb to win the Allan Hancock College Board seat and secure Division 5 representing Santa Ynez Valley and Buellton. Coe led the school board race with 1,869 votes, edgeing Adams by 319 as Adams took the second seat. Walsh and Liss trailed. About 33 percent of the district’s 14,586 voters cast ballots in 17 precincts amid mild weather.

Lompoc Trustees OK reports and policy changes

Lompoc Unified School District trustees approved a final report on Fillmore students trip to President Carter inauguration with $66 insurance concern. They noted $44 over expenses from $5,945 donations. They projected fall enrollment under 10,000 and approved bilingual aides funding, leadership training, and policy updates on suspensions and language.

Carter frees hostage after Carter agrees to talk

A black gunman withheld Capt. Leo Keglovic and Shelly Kiggans in Warrensville Heights Ohio for 44 hours before releasing the captain and a girl after President Carter agreed to speak with Corey Moore 26. Moore demanded a TV audience and cited poverty and racial injustices as motives. The White House said Carter would call Moore later as Moore spoke of Roots and white America's ignorance.
