Suit to challenge county rezoning over El Capitan development
A forthcoming court action may be filed against the county over a Board of Supervisors rezoning that would allow a $15 million community at El Capitan. Two Santa Barbara lawyers allied with conservationists said funds must be raised to appeal the decision. A new Citizens Committee for the General Plan formed in Santa Barbara offices plans a legal test on whether the Goleta Valley master plan required amendment before zoning changes.

Goleta Slough Memorial Freeway Plan Declared Dead
The Goleta Valley supervisor reports that the Ward Memorial Freeway extension across Goleta Slough is dead after the Coast Guard and Department of Transportation failed to issue permits for four spans. Funding was withdrawn earlier due to controversy. The plan would have threaded near UC Santa Barbara with links to U.S. 101 in Glen Annie or Ellwood. The Coast Guard cited use of a substantial Slough area and creek for a freeway extension, conflicting with recreational, wildlife, and historic protections.

County Planning Commission approves map extension and zoning actions
The County Planning Commission met Wednesday and approved a one year extension for Tract 11 005 tentative map for a site on Aller Lane west of Orcutt Road. It found the Goleta Sanitary District easement on Calle Real west of Kingston Avenue not conflicting with the general plan. A request by Pier Gherini and Joseph Bosio to inform the commission of opposition to a proposed wrecking yard in Lompoc was noted for future consideration. The 22 mile Cat Canyon Road realignment near Los Alamos was found not in conflict with the county plan and would improve a turn near Long Canyon Road. The meeting adjourned after inspecting the Oak Trail Ranch property in the Santa Ynez Valley, with rezoning requested by Oak Trail Ranch Property Owners Assn. 22 miles northeast of Los Olivos.

Reason for Acceptance SOS Selection in Early Wireless
The term SOS was adopted as the internationally accepted distress call because it was easy to send with the primitive early wireless transmitters. This choice provided a simple, unmistakable signal for ships in danger and helped standardize marine emergency communications worldwide.
