State audit targets two agencies over costly hospital cost system
The Joint Legislative Audit Committee faulted the Dept. of Mental Hygiene and a consulting firm Price Waterhouse & Co. for paying 300 per cent above bid for a Hospital Cost Reporting System. The project, begun in the late 1960s and wrapped by 1970, ran over $100,000 annually in extra costs with an incomplete, flawed implementation. The department faced criticism for weak supervision and failure to protect the state's interests as contract supplements raised total payments from $127,000 to $390,000.
