PG&E Faces Split Regulation Over Rates and Fuel Adjustments
The CPUC governs California retail rate increases and fuel cost adjustments, while the FPC controls wholesale and municipal fuel costs. Backlogs and differing procedures slow approvals, with state hearings required for retail changes and federal automatic adjustments for some wholesale increases. PG&E’s fuel costs surged after the oil embargo and gas curtailments, yet its rates remain among the nation’s lowest due to hydroelectric power.
