President adviser Henry Kissinger met privately in Paris with North Vietnamese negotiators Le Duc Tho and Xuan Thuy as part of renewed efforts to move the Paris peace talks. The White House said Kissinger would return to Washington today, continuing a pattern of secret sessions amid ongoing negotiations.
Senator John Sherman Cooper introduces an amendment calling for a complete U.S. withdrawal from Vietnam within four months if negotiations fail. The plan would end the requirement to release American POWs as a condition for withdrawal and argues it offers Hanoi assurances of force removal. Cooper challenges fears that the move would derail Paris talks and positions himself against Senator Mansfield’s plan to withdraw by October 1.
The AFL-CIO Executive Council voted to endorse neither Richard Nixon nor George McGovern in the 1972 race. Meany said the federation would remain neutral, channel political funds to house and Senate races, and allow individual unions to decide their own endorsements.
A House Education subcommittee modified and approved an administration bill banning new busing of grade school pupils and sharply limiting court ordered desegregation busing. The measure would reopen past orders for review and create alternative desegregation methods, with protests from Hawkins and Chisholm.

Paul Thompson leads the Black Gold cooperative library as Lompoc Library expands from 34 000 to over 56 000 books and from 160 000 to 240 000 annual circulations. The system now links 70 libraries via TIE with Santa Maria San Luis Obispo Ventura Santa Barbara and others.
South Vietnamese paratroopers backed by artillery and air support clash with a tank and artillery Communist force on the Quang Tri frontier. The Saigon command says 163 North Vietnamese killed while South Vietnamese casualties are unreported. US planes stray fire injures several. Two Navy bombers lost over North Vietnam. pilots reported missing.
Senator Saxbe urged Nixon to dump Vice President Spiro Agnew arguing for a more outgoing, enlightened successor. Javits echoed the call as the AFL CIO Executive Council weighed support for McGovern Eagleton. Eagleton sought labor favor and letters to union leaders, while McGovern campaigned and sought endorsements from unions.
