Laird cites new Soviet missiles as SALT talks begin
Secretary Melvin Laird said Moscow has deployed new intercontinental missiles including the SS9 since SALT talks began in Vienna in April while expressing optimism that U S and Soviet leaders can avoid a further arms race.
