South Vietnamese troops took control of Quang Tri City's airstrip and damaged power station as a 1,200-man force recaptured the southern city area. A 20,000-man drive aims to retake the provincial capital, with the citadel as the key objective.
In Miami Beach the Humphrey campaign and the Democratic National Committee pressed the Supreme Court to intervene after a federal appeals court ruled 271 California delegate votes should go to George S. McGovern. They argued the court should not intervene in internal party affairs and that a Credentials Committee decision removing 153 California delegates must stand.

U.S. District Judge Irving Ben Cooper enjoined Ronald Galella from approaching within 50 yards of Jacqueline Kennedy Onassis and within 75 yards of her children Caroline and John Kennedy Jr. The court found no grounds for damages from her evasive actions and held Galella in civil contempt for violating an earlier restraining order.
Santa Barbara County supervisors opened a two day public hearing on a proposed 70.3 million budget with net increases totaling 68,327 after reviewing 17 departmental budgets. Major items set for Friday include a 4.3 million welfare budget and a 3.9 million sheriff coroner budget.
Robert Lewis owner-manager of Rasco Department Store on West Ocean Avenue was elected president of the Lompoc Valley Chamber of Commerce. Directors chose Lewis at a luncheon yesterday after he had served two years on the board to fill a former term and previously chaired the Merchants Division.
