Court rules minor abortion consent not required by law

The Supreme Court held that an unwed minor may not need parental consent for abortion and a married woman need not obtain spousal consent. Justice Blackmun noted limits to blanket consent and suggested court intervention could be allowed in some cases, with a 5 to 4 vote. Dissenters argued parental involvement should be required.

Senate passes $32.5 billion military procurement bill

The Senate approved a $32.5 billion military procurement bill authorizing production of the B1 bomber, sending the measure to President Ford for signature. Senator Culver opposed the compromise over a delayed production plan he had supported, citing potential shifts if Carter becomes president and noting potential $500 million taxpayer loss if production is halted after three initial B1 models.

California brush fire nears containment after burning 70 000 acres

In Red Bluff UPI reports the worst five year fire in California nears full containment with crews closing the last mile of line. The blaze scorched about 70 000 acres in rugged terrain in the parched Sacramento Valley though the state later revised the area to 72 000 acres before lowering the count.

LEA backs bargaining as Winton Act fades in Lompoc

Carol Singer of Lompoc Junior High leads the LEA in welcoming the Rodda Act as California's first school employee bargaining law replaces the Winton Act. The LEA seeks immediate negotiations with the district amid a dispute with the Lompoc Federation of Teachers and a request to the Education Employee Relations Board. Balloonist Karl Thomas Rescued At Sea In Good Condition

UPI reports balloonist Karl Thomas was rescued in good condition by a Soviet merchant vessel 310 miles northeast of Bermuda. The Coast Guard halted a nine aircraft search and sought further contact with the ship en route to Rotterdam while details on the balloon The Spirit of 76 remain sparse. Weather outlook through Friday shows patchy low clouds with coastal highs 72 to 86 and tides listed.
