President Nixon vetoed a 19.7 billion health and education appropriations bill saying it would worsen inflation with excessive spending. He cited 1.3 billion in additions as largely for low priority programs and 90 percent for mandatory items beyond executive discretion. Congress weighs override.
Nixon vetoed the $19.7 billion omnibus bill, risking $811,000 in Lompoc Unified School District federal impacted aid. The loss could force staff cuts and a revised 1970-71 budget, with Teague absent for a key override vote.
California marks one year since the Santa Barbara blowout amid debates over state leases and federal action. The Lands Commission maintains a moratorium on new state leases to prevent future spills while Reagan urges federal safeguards.
