Israel raids guerrilla base in Lebanon for second time this week

Pay Board expands retroactive raises up to seven percent
The Pay Board ruled retroactive wage hikes from the 90 day freeze may be reimbursed if the raise does not exceed 7 percent. The ruling follows a new law signed by President Nixon. The decision affects raises deferred during the freeze from August 15 to November 13 and may involve a few exceptions where the increase goes beyond 7 percent. In other action, aerospace contracts were trimmed reducing pay increases to 8.3 percent in year one, with 34 cents per hour now and 17 cents later, affecting workers at North American Rockwell, McDonnell Douglas, Boeing, Lockheed and LTV. The unions plan to sue. Price Commission also revised rate-increase rules for utilities.
