Buck On Vandenberg AFB Civilian Law Violators

WAUGH PROCTOR reports on U S Commissioner Charles K Buck who handles misdemeanors on Vandenberg AFB twice a month from his San Luis Obispo base. Civilians face Buck for traffic infractions and petty crimes while serious cases go to federal courts in Los Angeles. Buck presides any hour including weekends, with fines up to 500 dollars and possible six month imprisonment.

Maj. Gen. P. K. Carlton of the 1st Strategic Aerospace Division at Vandenberg has been nominated for permanent major general. He is a Manchester, New Hampshire native, married to Helen Sweat with two children.

County May Aid Schools If Agricultural Preserves Rise

County supervisors weighed state aid for school districts facing revenue dips from new agricultural preserves. Four voted to add two preserves in the Santa Ynez Valley, approving 96 acre plots on land owned by John A. Lucian and 1,749 acres owned by Daniel C. and Daniel J. Gainey. A 939 acre preserve near Buellton owned by Eugene Filippini was rezoned to an agricultural district in preparation.

Bureau chief reviews draft Lompoc Narrows dam report for county

U S Bureau of Reclamation official F G Macias told county water agency officials a draft final feasibility report on the Lompoc Narrows Dam project would be available for local review before submission to Washington. He said revisions may follow and cost sharing could be needed if extensive changes arise.

Soviets Put Man In Orbit In First Space Linkup Hints

The Soviet Union launched the manned Soyuz 4 spacecraft into orbit with Lt. Col. Vladimir Shatalov aboard. Officials called the mission complicated and television broadcasts showed Shatalov reporting all systems go and locking batteries to the sun for power. The launch was publicized soon after liftoff with footage of Soyuz 3 from the prior year.

Merchants and schools plan fight on shoplifting

Lompoc officials and local merchants met to map a campaign against a wave of shoplifting that hits area stores and endangers youth futures. Police report nearly 150 youths 13 to 15 arrested in 1968, with 2 percent repeat offenders as educators pledge school aid. A pamphlet on consequences and a shoplifting education film were proposed to aid prevention.

Stormy Lompoc Rain Causes Minor Traffic Incidents

A winter storm drenched Lompoc with nearly an inch of rain raising the season total to 5.66 inches. Two accidents occurred with one minor injury to Timothy M. Ryan 19 of Santa Maria. A second driver Murray A Miller 18 of Mission Hills rolled over when brakes locked on Burton Mesa Boulevard.

Judge seeks three additional Santa Barbara Superior Court judges

Presiding Superior Judge John T. Rickard urged the Board of Supervisors to add three more judges to the county’s overloaded Superior Court. The county now has six departments, five in Santa Barbara and one in Santa Maria. Floyd C. Dodson will become the sixth judge next month, while Percy C. Heckendorf remains on assignment. Judge Richard met with all five supervisors and other officials to discuss court problems.
